On July 10th this year, Sujit Choudhry alongside other constitutional professionals met in Kiev, Ukraine, in a workshop which discussed a series of issues. His vast knowledge about legal matters helped him exchange ideas with the participants. The facilitation of the workshop was by a series of organizations: the Center for Policy and Legal Reform, the International Institute for Democracy and Electoral Assistance and other intergovernmental organizations.
It is through this workshop that there was a discussion on Ukraine’s semi-presidential system and the various challenges it faces regarding its constitution. The sole purpose of the workshop was to come up with ways in which they could help the Ukraine government.
The fact that many attendees had experience with such constitutional issues is what contributed towards the workshop being a success. Some notable participants were: Sumit Bisarya of International IDEA, Viktor Musiaka who is the presidential representative at the Supreme Court Council 1996, and Sergyi Holovatyi who is one of the members of the Constitutional Commission in Ukraine.
Sujit Choudhry spoke at the conference and pointed out that Ukraine’s democracy had been unstable for the past years. He noted that the instability came about because of the concentration of presidential power and the electoral process of the legislature. Choudhry also advised the rest of the participants on coming up with policy-based options. These options were to chip into reforming the constitution.
